I read IEC 62056-21 and search over it, still can't find any cases of Password 1, 2 ,W5
There is one place C.4.7.2 Parameter data examples where password (from 1 to 8) mentioned (quoted below), but I can't see any connection with three password in class definition.
Don't you know what these password 1, password 2, password 5/W5 are intended for?

Hi,
Those parameters are used so the user can have different access rights for the meter.
E.g. password 1 can be used to set the clock and password 5 can be used to write some other values.
IEC 62056-21 doesn't define them and meter manufacturers have used different ways.
