When you use terminal media it's like serial port or TCP/IP media. It's used to send raw data. If you want to talk with some device you need to send messages that device understand. If you want to talk with DLMS meters, you use our DMLS component to generate protocol messages.
When you get "CONNECT 9600" message it means that you have successfully established connection to the meter. Now you need to send right commands to talk with the meter.
Command depend from the protocol. Each protocol is like a language and different manufacturers are using different protocols. There is no one global protocol for all the meters.
