If your meter is supporting the IEC 62056-21 you can read the meter if you know the OBIS codes that you want to read. Or you can try to get a readout.
You should know that there are lots of differences between IEC 62056-21 meters.
Some meters are using IEC 62056-21 only for moving to Mode E and only that is supported from IEC 62056-21. You can't ask for any objects with IEC 62056-21.
If the meter is supporting DLMS, use it. because meters are more standardized and you can get more data from the meter.
I have CL730S22 meter: i successfully used ANSI C to read values through RS485.
Now i want to test optical meter. Documentation says:
The optical port is designed according to IEC62056-21 mode-E and IEC62056-46 in the data link layer.
So, if I understand correctly, everything should work as it is? I just need to add IEC 62056-21 handshake before trying to initialise connection with gurux?

You need add IEC 62056-21 handshake to move Mode E and afer that you can use DLMS in the same way as with RS-485.
