i'm a software engineer specialized in front-end and middleware, so i know absolutely nothing (except from what google taught me) about smart meters, electrical metering, etc.
We have a client that needs to read dat files. As far as i know, these DAT files are converted to Excel files by a software called "Notus XLS" from Actaris. We can't open the files directly with excel. they must be converted.
for now, we have only the information in the beggining of the file, that we can read using a HEX editor:
Is there a library, software, or utility that can allow me to extract the data WITHOUT using the Actaris Notus XLS? we need to convert files in bulk (about 20.000 files), and the actaris software is 100% manual.

I don't know the structure of dat files. You can use our software to read data directly from the meters. I believe you should aks this information from the meter vendor. I'm sorry to say, but support usually from meter manufacturers is really bad.
