I made a little progression. I found out when I check 'Ignore Time Zone' and 'Ignore Time Status', I can set the meter one hour back and when I uncheck these parameters I can set the meter one hour forward.
Strange. I excpected that I always can set the meter's time independent of these parameters.

If you ignore time-zone and time status, deviation and DST flags are ignored. In this case, the meter expects that the received date-time is using the same time zone as the meter.
If the time zone is sent meter counts time using offset between the sent deviation and the meter time zone.
Note! Some meters can't handle deviation when a new time is set. I can't remember how EMH LZQJ-XC handles this.
