You need to create one server or client for each connection. Servers might share the same objects, but you need to create their own server for each connection.
I've tried to check but after trying for 213 connections and received following error.
Gurux.DLMS.Simulator.Net.exe -p 1000 -x simulator_template.xml -t Verbose -N 213

You can't use the TCP/IP socket. I believe that some other application is using it. Try to change it from 1000 to 2000. Do you have a firewall that might block it?
I tried from using 2000 and able to open 10000 ports with following message;
Only one usage of each socket address (protocol/network address/port) is normally permitted.
Tried with latest Simulator source and found error in connecting with it; error received : Invalid tag.

There is another application that is using that port. The simulator is improved to skip used ports.

I believe that your settings are wrong. Check the client address and authentication level if you are not receiving any reply.

You need to remove the Gurux.DLMS reference from the simulator and add a reference to the source codes to enable debugging.
